Born in central Illinois, Frank began his art with lessons from an Art teacher at Illinois Wesleyan University at age 7. He held his first show of oils at the University at age 7. His mother was an accomplished and self taught artist. His family moved to South Florida a year later and Frank put his art training and painting on hold throughout high school. In college at the University of Florida, he picked it up again, studying Salvador Dali and other surrealists.

While stationed in the Pacific Northwest in the Air Force, he returned to realism painting birds, animals and fish indigenous to the region.

A working life of marketing and travel with The Coca-Cola Company exposed him to most of the classical works from Rubens to Michelangelo in the Sistine Chapel in Rome to other works of masters in museums in The Netherlands, England, Switzerland, and Germany. He also visited museums containing works of artists in Japan, South Korea, China, Thailand, and Australia.

Upon his retirement from Coca-Cola, he moved to Northeast Georgia and again began his painting in oils, acrylics and watercolor. He is currently studying portraiture and has been the President of the North Georgia Arts Guild in Clayton. In which he is still active. He is an active attorney in Georgia.
